Pererenan Zoning Explained
A block's colour on Badung's spatial-planning map decides more than any brochure will tell you: whether you can build at all, whether you can build a private home, or whether you can legally take a booking on it. Here is who sets that colour, what each one allows, and the two enforcement cases that show Badung will act on it.
Who Actually Sets This Zoning
The rulebook for this desa is Perbup Badung 34/2022, the regency's RDTR for the Mengwi planning area, running from 2022 through to 2042. Above that regency-level document sits an island-wide layer: Perda Bali 2/2023, the provincial plan that governs spatial layout across the whole of Bali.
Badung's own DPMPTSP and Dinas PUPR issue the building permit (PBG) and zoning letters for every desa in Kecamatan Mengwi, Pererenan included. There is no separate Pererenan-only rulebook: whatever Badung's RDTR sets for a given block is what applies.
What the Three Colours Actually Mean
Agents shorthand the plan into green, yellow and pink, in Badung as everywhere else on the island. Say it once plainly: these three colours are the agent's shorthand for underlying articles of the spatial plan, not text that appears in the plan itself.
Ask which article a specific block sits under, not just which colour someone has painted it:
- A green classification puts a block inside farming, forestry or conservation land, which rules out a villa or hotel entirely.
- A yellow classification clears a private house, though a plot still under active cultivation usually needs a local conversion step first.
- A pink classification, the tourism designation, is what lets a coastal block carry a hotel, resort or beach club, under tighter design and environmental conditions than yellow land.
The Setback Line Along the Coast
A separate rule sits on top of all three colours. The provincial plan already fixed a minimum 100-metre building buffer from the high-tide line, and a coastal-protection law, Perda Bali 3/2026, signed on 24 February 2026, tightened how that line gets enforced, per Bali Topik.
Badung's own detailed plan for the south of the regency sets an identical 100-metre benchmark for its stretch of coast, which gives a sense of how the province and the regency read the same figure. Treat any beachfront or near-beach plot in Pererenan as inside that buffer until a check proves otherwise.
Enforcement Has Already Reached This Coastline
Zoning rules only bite when someone enforces them, and this regency has form. Forty-eight buildings, among them villas, restaurants and homestays, came down at Pantai Bingin in Pecatu, Kuta Selatan, on a single day in July 2025, according to Desa Pecatu's own account, corroborated by the provincial government. Every owner lost the structure with nothing paid back, and roughly 170 staff lost their jobs alongside them.
That demolition sat well south of this coastline, inside the same Badung enforcement regime that governs it. A case closer by came on 7 October 2025, when Badung's DPRD Commission I and II opened a field inspection into Villa Trinity in Canggu, in Kecamatan Kuta Utara immediately south-east of Pererenan, over a public complaint alleging a river-setback breach, per Fajar Badung. Neither owner planned on becoming the cautionary example.
